Very cool that you are doing practical training. CT is one of the most restrictive states regarding gun laws but how does that pertain to a traffic stop and the constitutional rights of a citizen who is also a passenger? Ok. Lets do some notes on the stop. Good approach on the vehicle for maximum officer safety. Driver and passenger were compliant to all legally obligated ID procedures. A lot of RAS has to do with the totality of the circumstance. So your viewing of them blowing the stop sign already satisfies that requirement for the stop and is bolstered by the uncertain explanations of where they were headed. Good articulation. So far this is a traffic infraction. While it is a lawful possibility for you to request ID from the passenger, the passenger is indeed correct that he has the ability and right to deny providing ID. Not only is CT not a stop and ID state but also the traffic stop RAS and reason for the stop pertain to the driver of the vehicle. Separate RAS pertaining specifically to the passenger would be required to compel ID. Also, NORMALLY a permit holding citizen without RAS in a consensual encounter cannot be forcibly disarmed or detained until he is considered both suspected of a crime and also armed and dangerous. Here is the kicker though. Even though he is claiming to be a permit holder, his firearm is open carried (tucked in his pants). This immediately changes the stop to the terry stop category even if he is not the one being investigated and is a provision for you to legally temporarily subvert that part of his 4th amendment rights against search and seizure in the interest of officer safety (see: 392 U.S. 1, 24, 88 S.Ct. 1868, 20 L.Ed.2d 889 (1968). You would be within your rights to frisk him and temporarily separate him from his weapon for the duration of the stop. However, since he is still not reasonably implicated in a crime, he is still not legally obligated to produce ID until circumstances change or escalate. One way to make this go more smoothly is simply asking the passenger if they would mind temporarily storing the gun out of reach for the duration of the stop. If he refuses, if backup is not on the way already, now would be the time to request some before continuing with the Terry stop. While they are on their way, have the passenger maintain his hands on the dash as he complied with before while continuing the conversation in a de-escalatory manner, empathizing with them being late, that you are merely following safety protocols, and that you will have them on their way as soon as possible. Once backup arrives you can proceed in the necessary manner. When that request to disarm becomes a lawful order inform him of the statute and that he is not under investigation as this is merely a safety measure which you have authority to order under that statute. Attempting to escalate force physically 1 on 1 without backup while interacting with an agitated armed citizen is not the way brother. Also, with an armed citizen without backup on the scene yet, there are non escalatory psychological tools in your toolkit to build rapport and achieve compliance through tactical empathy while maintaining an air of authority and improving the safety of the stop. Otherwise, a very decent job overall.

The Ansonia Nature Center is probably the only place in the Valley which brings me great joy along with great peace when hiking the trails. I tried to join as a lifetime member earlier this year, but never heard back so perhaps I have fallen from grace. Either way, the wooded areas are beautiful, and for the most part untouched. The very last walk I did with my dog was by the small community gardens. Highly recommended for anyone looking to connect with nature, either on their own or with others.

Watched your video after watching the documentary today and well glad to hear takes on it considering you were right there at the time. As for the documentary itself well it didn't have the quality of Making A Murderer. It was rough on the edges.
